Do Subways Reduce Congestion? Evidence from US Cities

 Abstract: This paper investigates the long-run effect of subway transit on vehicle miles traveled (VMT) on different types of roads in the US. Both an event-study analysis and a simultaneous equation model are used to analyze a panel dataset that tracks city-level expansions of subway systems from 1980 to 2014. Empirical estimates indicate that a 10 percent increase in subway length reduces traffic on interstate highways and non-highway arterial roads by 0.9 percent and 0.5 percent, respectively. Subway expansions also reduce traffic for the other types of roads, but the identified effect is not statistically significant. Subway traffic is found to increase by about 3.5 percent for the 10 percent subway expansion. This paper indicates that subway transit can be an effective measure to mitigate traffic congestion in the long run.

本论文探究了地铁交通对美国各种道路上交通里程数的长期影响。作者利用事件分析法和联立方程模型来分析一套描述1980年到2014年间城市地铁扩张的面板数据。实证结果显示地铁里程每增加10%,高速公路和非高速公路主干道的交通量分别降低了0.90.5个百分点。地铁的扩建还减少了其他道路上的交通,但此影响在统计上不显著。地铁扩张10%同时使得地铁的交通量增加3.5个百分点。本论文的结果意味着地铁可以作为在长期缓解交通拥堵的有效政策工具。
